在德國工作的穆罕莫杜薩拉希(塔哈拉辛 飾)因被懷疑與蓋達組織聯繫，遭到拘捕、審問及釋放，2001年某天出門後，就再也沒有回家。
經過不斷的移送，在沒有審判和起訴的程序之下，穆罕莫杜被送往美軍關塔那摩灣監獄，飽受各種折磨。在萬念俱灰之下，辯護律師南西霍蘭德(茱蒂佛斯特 飾) 和她的助手特裏鄧肯 (雪琳伍德利 飾) 與他成了盟友，壹同追求司法正義，過程中卻面臨重重阻礙。
